Bio

Carlos M. Brown is executive vice president, chief administrative and projects officer, and corporate secretary of Dominion Energy. In addition, he serves as president–Dominion Energy Services. 

He oversees the corporate services provided to Dominion Energy’s operating companies, including information technology, security, real estate, facilities, and supply chain management as well as environmental services and sustainability. In addition, he is responsible for all major generation, environmental and corporate construction projects. He also serves as the corporate secretary for Dominion Energy’s Board of Directors. 

Mr. Brown joined Dominion in 2007. He has served in various business, operational and legal roles including general counsel, chief compliance officer and chief legal officer. He assumed his current position on June 1, 2025. Prior to joining the company, he was the managing partner of Brown Martin PC and previously practiced law as an associate at McGuireWoods LLP. 

Mr. Brown received his bachelor’s degree and law degree from the University of Virginia where he was an Echols, Achievement, Underwood and Hardy Cross Dillard Scholar. While an undergraduate at the University, he served as president of the student body and was initiated into the IMP, Thirteen and Raven Societies. In law school, he served as president of the Black Law Students Association. 

Mr. Brown is a member of the University of Virginia Law School Foundation board of trustees. He also chairs the board of trustees at the Virginia Museum of History and Culture and serves as a board member of the Dominion Energy Credit Union and Northwestern Mutual Wealth Management Company. 

He is a 2006 Richmond Style Weekly Top 40 under 40 award recipient. In 2017, in recognition of his work in the community, he was named a Leader in the Law by Virginia Lawyers Weekly. In 2018 and 2024, Savoy Magazine named Brown one of the most influential African American Attorneys in America. In addition, he was named to the Virginia Legal Elite for Corporate Counsel by Virginia Business Magazine and inducted as a fellow of the Virginia Law Foundation. In 2019, he was named to the GC Power List. He is also a member of the Richmond Forum, the Executive Leadership Council and NACD Directorship Certified. 

In 2025, Mr. Brown was named to Virginia Business Magazine’s Power List 500 in Energy. In addition, he received the National Bar Association’s Corporate Counsel Section Gateway to Success Award.

Mr. Brown was appointed to the Board of Visitors by Governor Spanberger in 2026. His colleagues on the Board voted him in as rector in February 2026.
