The University of Virginia Board of Visitors will hold an educational workshop on proposed undergraduate tuition and fee increases followed by a public comment session on Thursday, December 2, 2021 at 3:00 p.m. in the Ern Commons Building, 567 McCormick Road, Charlottesville, Virginia 22903.

In accordance with University Policy BOV-019, individuals will have the opportunity to provide comments to members of the Board of Visitors.  Speakers will be accommodated on a first-come, first-served basis in person at Ern Commons. There is also the opportunity to participate via Zoom.  Zoom participation requires registration through this link and will open on the date the public notice is issued (November 18) and conclude at 5:00 p.m. eastern time on Wednesday, December 1, 2021.  Name, email address, telephone number, and affiliation with the university and/or the community is required for participation.  Registered speakers will receive a Zoom link by email on the day of the meeting.

  • Each speaker may speak for a maximum time of three minutes.
  • Each speaker is requested to limit their comments to changes in undergraduate tuition and fees (as specified in the public notice issued on November 9, 2021 and attached to this meeting notice) or the intended uses of those revenues. Speakers wishing to have their comments entered in the public record may provide them in writing to the Secretary to the Board of Visitors at the public comment session.  Written comments also may be sent to [email protected].

UVA Board of Visitors Meeting – Notice regarding Tuition and Fees
Tuesday, November 9, 2021

The UVA Board of Visitors will consider 2022-2024 tuition and fees for the University of Virginia and the University of Virginia’s College at Wise (the College at Wise) at meetings of the Finance Committee and the Board of Visitors on December 10, 2021. This notice is provided in accordance with §23.1-307(D), (E), and (F) of the Code of Virginia, which states that governing boards of any public institution of higher education shall not approve an increase in undergraduate tuition or mandatory fees without providing students and the public a projected range of the planned increase, an explanation of the need for the increase, and notice of the date, time, and location of the public comment meeting. The below information does not apply to the College at Wise.

2022-2023 and 2023-2024 Incremental Revenue: Any incremental revenue generated from these tuition and fee increases, coupled with cost savings, philanthropy, endowment earnings, and other revenue sources, will address faculty and staff compensation; unavoidable increases; utilities and other infrastructure; and Commonwealth and University identified priorities.

2022-2023 and 2023-2024 Proposed Undergraduate Degree-seeking Tuition and Educational & General (E&G) Fees: Board members will consider proposals to increase undergraduate tuition within a range of 3.5% to 4.9% for 2022-2023 and 3.5% to 4.9% for 2023-2024.  These ranges reflect the following:  a 0% increase in 2021-2022 undergraduate base tuition; necessary compensation adjustments to retain and recruit faculty and staff; and long-range planning assumptions that tuition, on average, will increase annually by the increase in the Higher Education Price Index (HEPI) plus 1% and the unrestricted state appropriation will remain constant. If either HEPI or the unrestricted state appropriation is substantially different from the levels assumed, adjustments to these tuition rates may be needed.

2022-2023 and 2023-2024 Proposed Mandatory Non-E&G Fees: Mandatory non-E&G fees will increase within a range of 2.5% to 4.9% for 2022-2023 and 2.5% to 4.9% for 2023-2024 to meet operating cost increases, including provision of mental health services, staffing shortages, and implementation of minimum wage increases.

 

UVA Board of Visitors Meeting – Notice regarding Tuition and Fees for The University of Virginia’s College at Wise

The UVA Board of Visitors will consider 2022-2023 and 2023-2024 tuition and fees for the University of Virginia and The University of Virginia’s College at Wise (the College at Wise) at meetings of the Finance Committee and the Board of Visitors on December 9 and 10, 2021. This notice is provided in accordance with §23.1-307(D), (E), and (F) of the Code of Virginia, which states that governing boards of any public institution of higher education shall not approve an increase in undergraduate tuition or mandatory fees without providing students and the public a projected range of the planned increase, an explanation of the need for the increase, and notice of the date, time, and location of the public comment meeting.  The public comment meeting information and instructions for participating will be provided in a separate public notice. 

2022-2023 and 2023-2024 Incremental Revenue: Any incremental revenue generated from these tuition and fee increases, coupled with cost savings, philanthropy, endowment earnings, and other revenue sources, will address unavoidable increases; utilities and other infrastructure; faculty and staff compensation; and Commonwealth and College at Wise strategic priorities.

2022-2023 and 2023-2024 Proposed Undergraduate Degree-seeking Tuition and Educational & General (E&G) Fees: Board members will consider a proposal to increase undergraduate tuition by 2% to 3% for academic years 2022-2023 and 2023-2024. The projected increase reflects the following: 1) execution of the College’s academic and strategic goals to promote student success and academic excellence; 2) necessary compensation adjustments to retain and recruit faculty and staff and 3) inflationary pressures as measured by the Higher Education Price Index (HEPI). The College at Wise’s proposal assumes that the unrestricted state appropriation will remain constant.  If the unrestricted state appropriation or HEPI are substantially different from the level assumed, adjustments to these tuition rates may be proposed.

2022-2023 and 2023-2024 Proposed Mandatory Non-E&G Fees: Board members will consider a proposal to increase mandatory E&G and auxiliary fees by 2% to 3% in years 2022-2023 and 2023-2024 to meet operating cost increases related to utilities, materials and supplies, and other ongoing operational expenses.
